Author notes: This is my first NCIS fanfiction taking place during the 17th season of the series.

Internal Deception

Chapter One

Three weeks earlier...

Gibbs walked into the director's office having been asked to sit down for a meeting with him and Vice President of the United States. He was called in the middle of the night after a rough case involving national security with stealing tainted drugs having been brought into the United States.

It had been rumored that those arrested plan to take revenge against the top agent involved in the arrests and that was agent Leroy Gibbs, even though his entire team was behind him. He was behind the arrest of Hussein Denwode from Honduras. His associates have been transporting the tainted drugs into 15 different countries. Until a month prior they had received a tip from a long time source.

This sources name was being protected knowing someone might be working for the government and including NCIS and other authorities, and Gibbs knew this without say a word to his team and including Special agent "Jack" Sloane.

"Please sit down agent Gibbs, we have a great deal to discuss before going on with the deception." Director Leon Vance said sternly with a rather large file on his desk. While the vice president was silent during the exchange.

"What do you mean deception director?" He asked with shaking his head with feeling the exhaustion with his body. He's not had a proper night sleep during the past few weeks.

"I need you to read this file before giving me an answer on the plan. I am afraid that I can't say anything further until you have read the file before commenting on it Leroy." The director used his first name since he's not done so in a long time having been a member for over 17 plus years.

Gibbs takes the file from his hand to begin reading, while the vice president gets up from his seat to leave even though it was part of the actual deception.

"What's going on to have the Vice President leave?" Gibbs exclaimed with the question. He hasn't miss a trick ever since he was young agent. He's been through his usual battles from over the year.

"Pay attention to reading the file, Agent Gibbs." Director Vance was beginning to lose his patience for when it comes to this man.

Taking his time with reading through the file. He began to shake his head in disbelief. "I just don't get it director. I know the jackass that we arrested had been making death threats against me. You and the United States military wants to fake my death to have Hussein and his associates to think that I am dead. How are we supposed to be doing this in the first place?" He asked with taking a deep breath into already straining lungs.

"Not you, agent Gibbs. A body double to look like you in the first place. He's going to look exactly like you right down to your annoying habits." The director stated with a lump in his already dry throat. This man that is going to be acting like you. We will get Hussein's associates to pay attention to your regular routine both at work and home."

"Do you realize what this means director? I won't be able to keep Phineas to stay overnight at my place since I am the prime target. Phineas and his mother will need to be told the truth or else they will be killed." Gibbs was frantic for someone that has come into life and has made a big difference. He's been really miserable during the past three years.

"We have already taken care of that particular personal matter agent. So you don't have to worry about a thing. Especially when you're going to be placed into a safehouse with them." Director Vance relayed the information while watching his expression of confusion.

"OMG! Phineas is going to feel..." He stopped with what he was a going to say. "What now?" He asked.

"We will need all of the items from your pocket starting with your phone, keys, credit cards and etc! Along with all of the passwords. I will hand you a piece of paper to write them all down. While I call security to have the truck ready to take you to the safehouse."

Present Time 02.30 in the morning

Special agent "Jack" Sloane received a call from the local police telling her there has been a shooting at Special Agent Leroy Gibbs home. Pulling up in her grey station wagon the entire area was covered with police and NCIS. She was shaking when she moved out of the car to see agents Bishop and Torres already on the scene.

She needed to show her badge to the local police officer on the scene. She walked past him to head inside the house to find them and a coroner that she didn't know. She noticed the body covered on the floor of the living area. She asked the following question to both of her agents filled with grief.

"What the hell happened the both of you?" She moved closer to the body as Doctor Rollins coroner stopped her with his hand.

"DON'T! You don't want to remember him this way with three bullets in his body." Doctor Rollins on loan for the past week, while the regular coroner is away on two weeks vacation.

"I need to right now. How could this happen in the first place?" Leroy Gibbs was a crack shot as an agent for many years." She was shaking bending to pull the cover off him to see his body with one shot to the side of his head and the other two to his chest.

"He died instantly Agent Sloane. I will be sure to do the autopsy to find out exactly which bullet killed him." Doctor Rollins announced coldly while agent Bishop and Torres had to leave the scene for a moment to regroup with their emotions.

"Thank you, I am sorry my emotions aren't in check. Special Agent Gibbs was very special to everyone working for NCIS for many years. I will need to inform the director of these facts. No doubt it was revenge of sorts to have him murdered?" She needed to leave before she started to cry in front of the investigation team. Agents Bishop and Torres came back inside to continue on with the investigation. "I need for you to find out the truth as to who and why Gibbs was murdered. Do I make myself clear with the orders?" She walked past them to head for her vehicle taking out her cell phone to call Director Vance at home.
