Shirou sat on the bus to UA with jittery feet. He couldn't be too surprised by it, even if his spiritual heart was that of an adult, his physical heart was that of a teen. Rin explained that in the philosophy of mages, the mind and the soul are different things, and while his soul hasn't been altered, his mind was reversed along with his body. Shirou didn't understand much of what she explained, but that didn't really matter.
Despite having taken a half-day train ride to Tokyo and the sparring he did the days before, he was in prime condition. Shirou had actually never been to Tokyo before, so the hustle and bustle of the capital was something he hadn't experienced. It made London feel like an average suburb. The heroes of Tokyo were also quite overwhelming, both in quality and quantity. Even in this futuristic world, Fuyuki was but a quiet town and only a handful of heroes could be seen patrolling Shinto, and fewer in Miyama.
Shirou played on his phone, looking through messages wishing him good luck as he thought through all of the scenarios that could be used for the entrance exam. Rin had assured him that he would be fine, in fact her examination would be the one with the hardest competition, as she had gotten the recommendation from Kiritsugu.
Although Sever, AKA Kiritsugu, was an underground hero, he was still an influential figure in the hero world. He worked closely with the police force in all corners of Japan to aid investigations, which allowed him to call the shots on which heroes to call upon in a specific situation and made him the de facto leader of most operations. Working with the police during an investigation was something pro heroes rarely do, it was a line of work only for the underground like Sever and Eraser Head.
It was widely accepted that the police would be the ones to investigate, and they would call upon the heroes once they find a villain that needs arresting. Once the heroes are done, the baton is passed back to the police as they interrogate and incarcerate the villain. But that's beside the point.
Despite mostly shying away from the public eye, his deeds from years ago still impacted his public image. Coordinating the rescue for the Fuyuki fire victims and carrying countless people alongside All Might before Backdraft and the fire department could put out the flames.
And he did that with only a quirk that lets him control the speed of his body.
The media obviously ate up this inspirational story like a pack of vultures feeding on carrion. Even now he is still a popular hero on the island of Kyushu thanks to the media coverage.
Given how influential he is, no hero academy would ever dismiss a student recommended by him, but most hero schools would only accept one recommendation per pro hero, or just a handful per hero-prep middle school.
Shirou had insisted that Rin would be the one to get the recommendation and that he would be the one to take the normal entrance exam.
But Rin and Shirou weren't the only ones from Homurahara taking the entrance exams. A certain blue-haired playboy also joined them on their trip to Tokyo. Despite him trying his best to ignore the Emiya duo, he was still plenty jealous that Shirou sat next to Rin, leaning on her shoulder like it was nobody's business.
Of all the girls in Homurahara, Rin was the one he wanted most, and naturally she had to be the one that was hardest to get. Who knows, maybe Shinji liked hard to get girls?
"Say, Emiya-kun, what are you going to do if you don't get accepted into UA?" Shinji asked, looking bored as he stared into his phone.
"Hhmm, I guess I would try another school, Ketsubetsu maybe?" Shirou replied.
"But I don't think Shirou will fail, Matou-kun, if it's combat or a race then he would wipe the floor. In fact, I'm more worried about you, your shadows aren't particularly strong," Rin chimed in.
Shinji looked away without answering, he sighed as he turned off his phone and closed his eyes.
Shirou once had a mock fight with Shinji, his quirk allowed him to make shadow copies of himself. The shadows were useful enough for multitasking, but not strong enough to be of use in combat. He could always use them as a smokescreen, but Shinji himself didn't have the physique nor technique to take down Shirou in close-quarters combat.
"Oya, did I hit a nerve?"
"Shut up, I'll show you what I'm capable of, just watch!" Shinji exclaimed, attracting the disapproving glares of some of the passengers.
"Shinji, pipe it down. Sigh, since you asked me, I might as well ask you back. What are you going to do if you don't make it?" Shirou asked.
"...I'll join the gen ed course?"
Looks like Shinji didn't have a plan, after all, Shirou thought. He didn't know if Shinji wanted to study at UA that badly, or if there was something else, but thinking about it wouldn't do him any good.
The bus soon came to a halt, arriving at the stop in front of the blast-door gates of UA, to which a majority of the passengers disembarked at. Shirou hadn't noticed before on the bus for he had focused his attention on Rin, Shinji, and his phone, but there was no shortage of quirky characters applying.
Some of them had serious looks, while others were hyping each other up. Naturally some of them were nervous, one guy almost fell flat on his face if not for a nearby applicant saving him from the embarrassment.
"Well, I guess this is where we split up?" Shirou said as they reached the glass doors.
"Yeah, too bad I won't be taking my exams today, I'd love to get some action."
"Well, good luck on the interview, Rin."
"I don't need luck for something like an interview."
"Hurry up Emiya!"
The written exams were frankly uneventful, Shirou had breezed through the four general education subjects of Japanese, English, math, and science. Although he was never academically gifted, he had grasped the concepts easily enough when he revised the material with Rin, and the short time he studied at the Clock Tower made English somewhat easier.
The fun part ,however, was just about to start. The goal of the practical exam, as explained by Present Mic, was to accumulate points by destroying or disabling robotic faux villains. Each villain type gave one to three points ranging in difficulty
Of course, there was an overzealous student who asked questions before the explanation was complete, Shirou didn't pay him too much attention. In any case, his question lead to the explanation of the fourth type of villain, a one that gave zero points.
The villain's purpose was clear, acting as a sort of unbeatable obstacle that forced the examinees to disengage and find another route. Sure, in practice the thing would topple over with enough force, but the zero points cemented the fact that there wasn't any reason to defeat it.
Shirou thought the format to be rather shallow, focusing on combat-oriented heroes rather than rescue or support, but they probably have judging criteria for those types of heroes as well.
The location of the exam would be various battle centers which simulated an urban environment. Because students from the same middle schools would be separated to avoid potential unfair cooperation, Shirou would part ways with Shinji.
The arena Shirou was assigned to had a particularly memorable cast of characters, two of them were the ones at the front gate, the green who almost fell flat on his face and the brown who helped him avoid that fate.
The other noteworthy participant was the perfectionist blue from earlier which interrupted the explanation. A closer look at his calves showed exhaust pipes protruding from it, the calves themselves probably housed an engine.
His appearance, his face... it's just like Issei.
"What do you think you're doing?"
"U-uh well..."
"Are you really thinking of disrupting another applicant? Can't you see she's trying to focus?"
"U-uh..."
"Give the guy a break, he probably just wants to thank her for what she did for him at the entrance," Shirou cut in.
"Hmph, is that so?" he said, giving an interrogative glare.
"Y-yeah, that's what I was going to do."
"Still, I suggest you do that after the test is over. It's about to start after all."
The navy-haired applicant promptly left, preparing himself for the exam in front of the gates. Ignoring the stares from others, Shirou looked at the nervous kid.
"U-um, u-uh, thank you," he said while fidgeting his hands.
"Don't mention it, seemed like he was picking on you, even if that wasn't his intention. Test's about to start, so I'll see you later."
Shirou left the green kid to his own devices and stretched out his muscles and circuits in preparation.
"ALRIGHT, ARE YOU REAADDYY!?" Present Mic shouted through the speaker in English. "Well, ready or not, time starts now! There's no countdown, real battles don't have count downs, kids! Go! Get a move on!"
There was a slight air of confusion between the participants, but most of them snapped out of it quickly before they could get left behind. As the majority of the participants were presumably close-ranged fighters, seeing they were sprinting towards the villains, Shirou took advantage of the fact and picked off targets with his projected bow and arrows. The competition didn't seem too pleased about their prey being stolen, but he didn't give it much thought.
Shirou took to the high ground, climbing buildings with the help of reinforcement and his married blades. From the peak, he sniped his targets on sight, each robot was disabled mere nanoseconds after the arrow was nocked and shot. It was easy, all most too easy. His mind wandered off to thinking what could go wrong as he effortlessly racked up points. His reinforced legs carried him from building to building as he shot down faux villain after faux villain with infinite nameless arrows.
Shirou hadn't noticed much of the competition, but he did notice that the engine user had been dominating the hunt down on the ground. If Shirou wasn't a long-ranged fighter, he would have been the battle center's top scorer. Still, it was impressive he was able to convert his speed into an efficient combat style. People aren't exactly designed to be able to fathom going at the speeds of a car with their own body.
But that was to be expected, the people of the quirk era were basically one-trick spellcasters. All they can do is control and refine their abilities while creating new ways to use their tricks. But that was enough about his opponents.
Shirou estimated his point count to around 50 points, and time was counting down faster than he expected.
As Shirou continued to survey the battlefield for targets, his natural mind's eye began to sound off, something was wrong. He didn't sense danger to himself, which meant something else was awry. His body shifted from location to location, trying to find the danger that poked his mind's eye. It was not long until he found what he was looking for.
The titan zero-pointer, the quote-unquote unbeatable villain, had begun to march. The examinees all proceeded to retreat in a frenzy, but not all were so lucky. Laying in the giant's path was a girl, the brown-haired floater, with her legs trapped under a pile of concrete rubble which fell on the intersection. The distance between him and the Executor was a hundred meters at least, it would be faster to shoot it down rather than to carry her out.
But someone had already launched their attack. The green-haired boy had launched into the air with frightening speed, even Shirou's reinforced eyes couldn't trace his figure. When his momentum did stop, however, Shirou noticed the bruised, purple legs.
Shit, does his quirk damage him?
Shirou put his calves to work, strengthening them as far as he could as he leapt above building after building, hoping to catch him before he fell to his demise.
"SMMAAAASSHH!"
The combination of sheer passion and desperation in that scream made Shirou recoil. The boy's wound up arm swung for a devastating blow, destroying the Executor's metallic head and toppling the giant over. Explosions roared from the robot's broken frame. But with both of his legs and his right arm broken, his chances of survival were slim. But there was plenty of space between him and the ground which gave Shirou leeway to catch him.
"AAAHHHHHHH!" the boy cried as his broken limbs flailed through the air.
"I've got you!"
Shirou spread his arms and caught the boy, but they were both still up in the air and Shirou had no roof to land to. They would both end up splattering against the wall of a building if Shirou didn't redirect their momentum.
"ONE MINUTE REMAINING!"
Quickly shifting the positioning of his feet, he landed and pushed off from a concrete wall before flipping his body right side up. They were now falling to the pavement feet first. Shirou could only strengthen his resolve.
This is gonna be a rough landing.
Shirou braced himself for what seemed like the inevitable, but the impact never came. His feet were lightly slapped by a hand and as a result, he was now floating in the air. Shirou let out a hefty sigh as he placed his feet down to the earth and laid the boy on the ground
"Thanks for the save, that would have been rough."
"D-don't m-mentio-" the girl tried to speak before puking out the contents of her guts.
"Heh, so, how about you?"
"I need... at least... one point!" the boy crawled, still struggling until the last moment.
But his conviction was shattered as the words, "TIMES UP!" rang throughout the multiple arenas. Leave it to Present Mic's bombastic voice to break someone's will to fight on.
Before Shirou could request for medical aid, a nurse had already appeared on the field. The quirk of said nurse... he would rather not talk about.
Homurahara 3-A Group
Issei: So how'd it go? emiyashirou matoushinji
Shirou: Great... I think.
Shinji: Y do u care?
Ayako: Matou probs did terrible.
Shinji: Shut up Mitsuzuri!
Rin: Shinji got a measly 13 points.
Kaede: wwwww.
Shinji: Fuck off Tohsaka!
Shinji: I still have a chance!
Shinji: U 2, Makidera!
Rin: My name hasn't been Tohsaka for 8 years, Shinji.
Rin: But, that reminds me, how have you been treating Sakura?
Shinji: U dont need to know.
Shirou: Anyway, did you get the letter yet? ryuudouissei
Issei: Yes, I'll be in your care again next year.
Shirou: I havent been accepted though...
Shirou: I forgot to ask.
Shirou: How was the business course exam?
Issei: Surprisingly easy if you ask me.
Issei: I expected it to be harder.
Shirou: Not as brutal as the hero exam eh?
Issei: Naturally.
Ayako: Thats some next level humble bragging guys.
Rin wasn't at all phased by the written exams. But that was to be expected, if Shirou didn't have a hard time with it yesterday, it wasn't going to be a problem for her either. However, the next part's difficulty had yet to be revealed. Shirou's exam was definitely not a challenge for him, he was a ranged fighter in a group full of close-quarters combatants. He had the advantage of gathering information from above the urban environment and the ability to capitalize on the information instantly. If the exams were the same, then Rin would just use the same strategy.
The twenty recommendation examinees were escorted to a glass encased dome, which was definitely not the simulation of an urban environment that Shirou had described.
"OKAY! Dear listeners, welcome to the Unforeseen Simulation Joint! Now normally non-students and faculty don't get to see this place, but we'll make an exception just for today!" Present Mic explained.
The 'unforeseen' in the facility's name could mean a couple of things. Villains are largely unpredictable, especially small-time and newly reported villains, but a villain simulation in an enclosed dome was highly unlikely. There was something inside the building that they didn't want getting out. Therefore, it was the other kind of unforeseen.
Disasters.
"As you may have already guessed, you will be performing rescue operations. There are six rubber-shooting turrets that you have to defeat, one for each zone, and behind them are six dummies which you will have to carry to the plaza. You will be doing this exam in pairs that will be decided by drawing lots. The two fastest pairs shall be accepted into the hero course.
But of course, we don't have all day. Twenty minutes is the maximum for each pair, we should be finished by four or five in the afternoon if we include a lunch break between the fifth and sixth pairs."
"Wait, Mic-san, isn't this way harder than the normal exams?" another participant asked.
"And how do you know that?" Present Mic asked.
"U-um, well, I have a friend who took it."
Before Mic could respond, a certain bear-cat-mouse-animal emerged from the shadows to take the privilege of answering the question.
"Good question, good question indeed. With the normal exams, there is a need to weed out those with potential and those with none. Those with potential will be trained into a person worthy of being called a hero.
The standard exams embody the saying, 'Great heroes can come from anywhere.'
But the recommendation exams have a different philosophy, you are all diamonds in the rough. We have ascertained you to be the best. I believe you wouldn't have gotten a recommendation otherwise. We have seen what your quirks can do, and this is the test we've come up with to see who deserves to be here.

If not, I'm sure other schools would be willing to take you."
The mood between them changed after principal Nezu's speech. Some of them who were previously stoic showed smiles, however faint. Although the speech only sounded cheesy in her ears, Rin begrudgingly acknowledged that he was a damn fine leader.
"Ekhm, thank you, principal Nezu. Now I will begin drawing the lots. FIRST PAIR IIISS...
EMIYA RIN AND YAOYOROZU MOMO!
You have two minutes to strategize in the entrance, GO!"
Great, of course, I'm up first.
The doors to the USJ opened, allowing Rin and her partner through before closing back up. The entrance to the USJ had a vantage point of the whole facility, with stairs leading down towards the central plaza.
"PRO TIP! Even if the bullets are rubber, they still hurt like a truck, so try not to get hit!"
God, the thing hasn't even started yet and he's already mouthing off.
Rin's partner was a tall girl, around 170cm in height. Her long black hair was tied up in a ponytail. What she wore wasn't exactly modest, with only a sports bra and a zip-up tracksuit covering her back.
"Let's leave the formalities. Call me Rin, my quirk lets me shoot energy bullets from my fingers, well there's more to it but that's all you need to know," Rin said.
"Alright, Rin-san, Momo is also fine. My quirk lets me create anything I know the structure and composition of," Momo replied.
That's basically like projection without the problem of it disappearing, she's basically a better Shirou. On paper anyway.
"Can you create binoculars?"
Without another word, two of the requested item appeared in each of Momo's hands. Rin immediately put her's to use, scouring the soon to be battlefield for turrets. They were all placed in straight forward places, none were in places too high or too dangerous to reach.
"I think I'll be able to shoot them down from here, but that only goes for four of the six zones. We can't see inside the fire and... rain zones?" Rin said.
"Wow, you must have very good aim."
"I've practiced a lot, but I still have a lot to improve. I have to get much stronger if I want to... nevermind, where were we?"
"...Well, that only leaves the transportation to each of the zones, doesn't it? I can create bicycles for that."
"Good thinking, do you want to handle any particular zones, Momo-san?"
"I'll take care of the ruined city and the beach. Are you fine with that, Rin-san?"
"Sure, that leaves me with both of the elevated zones. Once we're finished, we'll deal with the fire and rain zones together."
"Sounds like a sure plan."
The signal to start was still half a minute left. Momo started creating the items that would prove useful, such a cloth to carry the dummies and a rope to get down faster from their elevated position. Rin decided it would be best to let her concentrate, and focused on her own aim.
"ARE YOU READY? Well ready or not, time starts... NOW!"
Damn that was loud.
"Here goes."
Rin lined up her gandr shots and started blasting. Even if her aim was hampered by her rapid-fire, she would get the job done with just one shot hitting its mark. By the time Rin had destroyed the first turret, Momo had already slid down the rope and was in the process of creating their bicycles.
"Momo, the ruins are clear!"
Shifting her aim towards her right, Rin began shooting at the landslide zone. After confirming her kill with the binoculars, she moved on to the mountain zone. Rinse and repeat until the four zones were clear of turrets. She slid down the rope and hopped on to the bicycle, pedalling on full speed towards the landslide zone.
"Just a reminder, do not damage the dummies, it will affect your exam score! Also, ONE MINUTE HAS PASSED!"
Did we really have to know, Mic? Oh well, at least we're on schedule. I guess it's time to get my hands dirty.
"Es ist groß, Es ist klein!"
Rin ascended the landslide zone swiftly, taking extra care not to go sliding down along with the unstable ground and rocks. After digging the trapped ballistic dummy out, she slung its arms over her shoulder and leapt off of the hill, taking a few steps before landing safely on the ground.
Time to haul this thing over to the plaza.
Rin's conditions while travelling to the central plaza were uncomfortable, to say the least. Between her having to haul around a hundred pounds of gelatin that probably cost 40,000 plus yen on a granny bike and the dirt her sportswear accumulated, it was not a pleasant time.
The plaza was empty, but Rin could see Momo cycling towards her in the distance with her dummy in tow. She really was incredible to be keeping up with Rin's pace without the power to enhance her body. She wasn't just some ojou-sama like her elegant speech pattern would lead you to believe, that was for sure.
Rin set down the dummy in the designated area, and with her newly free hands gave a thumbs up to Momo, before turning towards the mountain zone. There wasn't as much dirt as there were in the landslide zone, but there definitely wasn't a shortage of climbing.
If Rin and Momo continued their pace, they would finish four out of the six zones at the six-minute mark. It would seem like an impressive time for four zones, but they didn't have a benchmark for what was and wasn't the best score.
Rin set down her second dummy and sat down, trying to catch her breath in the process. Momo followed suit after setting down her own dummy.
"Momo-san, can you keep going?"
"Yes, in a second."
"This is one hell of an entrance exam, huh?"
"Indeed."
"SIX MINUTES HAVE PASSED!"
"Rin-san, let's go to the rain zone first."
"Lead the way."
"Wow, they've already gotten four of the six dummies and they're still in the single digits. That's pretty impressive," Present Mic said.
"Indeed it is Hizashi-kun, but that is to be expected from this pairing. It's a perfect combination," Nezu replied.
"I can see that. With Emiya's ranged attacks and athleticism combined with Yaoyorozu's versatility and intelligence, they've got their bases covered. If they pass, we got to make sure they're in the same class. Oh, it's time again."
"SEVEN MINUTES HAVE PASSED!"
"That's their fifth dummy, only one left," Nezu said.
"Did you see how fast they destroyed the turret? It makes me feel jealous ya know, my quirk isn't as cool as the newer generations. Hey God, Buddha, or whoever, tone down the power creep!" Hizashi cursed.
"It's only natural that quirks get more and more complex and powerful as time goes on. I'm frankly scared to think about the generations to come."
"Well, that fear is why we're training heroes ain't it?"
"But will it be enough? Well, we can think about that later, let's get back to observing the examinees."
The surveillance screen showed the Emiya-Yaoyorozu pair approach their final zone. Yaoyorozu had a tower shield in hand, prepared to charge into the infernal dome. The door was open with the push of a button and rubber bullets began flying, smashing themselves into plated metal.
"The Conflagration Zone is the hardest one don't you think, Nezu?"
"For some people here, like that Yoarashi or Todoroki, the zone won't be a problem, but for others, the challenge is definitely there."
"Aye, I remember that zone giving me hell back when we did rescue training..."
"Momo, can you see the turret?"
"I... the smoke is too... *cough*!"
If their dirty apparel wasn't uncomfortable enough, now they had to traverse an arena filled with fire. Smoke blocking their sight and clogging their throats, even with the masks momo had made. Their sweat glands were practically working themselves to death as they tried to cool down the body. The tower shield wouldn't break against mere rubber bullets, but lugging around a giant metal sheet wasn't exactly the best way to conserve energy in her exhausted muscles.
Rin started shooting blindly in the direction of the rubber bullets, hoping at least one of her gandr shots would land before they lost any more time. The air was getting harder and harder to breathe and she wanted to get out of her sweat-drenched clothes as soon as possible. The rubber bullets eventually stopped coming, to which Momo immediately discarded her shield. Momo rushed through the smoke and picked up the final dummy.
"EIGHT MINUTES HAVE PASSED!"
"Rin, quickly, cycle back to the plaza!" Momo handed over the dummy to Rin, who swiftly exited the flaming dome. Once she was out herself, her legs finally gave in to exhaustion. She made something with her quirk and tossed them to Rin.
"Rin, catch!"
"W-what?... Oh, thanks Momo!" Rin caught the bottle before getting on her bike.
Damn, she really is thoughtful. Now, time to finish this race.
With her reinforced legs pedalling the bicycle to its limits, she arrived at the plaza in a flash. With that, their exam had ended. "Emiya Rin, Yaoyorozu Momo, FINISH! Your time is 9:13 Minutes!"
It was the day after the recommendation exams, and the meeting of UA's faculty to set the new class of heroes already had a problem on its hands.
"So, now that the recommendation exams have finished, let's get back to the original problem," Nezu said. "What do we do to the ones tied in last place? And what do we do about Yoarashi Inasa's seat?"
Just as Nezu said, the results of the regular exams weren't all that straight forward. The final seat, the 36th place on the leaderboard, had a tie between three participants, Koda Kouji, Hagakure Tooru, and Mineta Minoru at 27 points each.
And one of the recommendation students that have passed, Yoarashi Inasa, the partner of Todoroki Shouto, had decided to instead go to Shiketsu.
Thus the total of passing students would be 38 regulars and 3 recommendations, an odd number of 41.
Vlad King forwarded his idea first.
"I say we add two extra seats to each class. Surely we can afford to do so," he explained. "The five recommendation students would be the ones who passed previously, Todoroki Shouto, Yaoyorozu Momo, Emiya Rin, added with the runner up team, Tokage Setsuna and Honenuki Juuzo. I see great potential in those two, they only lost to Emiya and Yaoyorozu by a handful of seconds. It would be a waste to turn them away.
With 5 recommendations and 38 regulars, the number would be bumped up to 43, still an odd number. Then we would add another student from the regulars, the 39th place.
With 44 students, two-on-two matches won't be a hassle to set up as long as the two classes work together."
His rival of a homeroom teacher, Eraser Head, was the first to object.
"But that would leave us with an odd number of recommendation students in one class. And even if 44 is an even number, it's not exactly easy to divide. Neither is 22.
I say we invite those three to do another test, in which only two of the three will pass.
That gives us 37 regulars and 3 recommendations, making up a total of 40 as it has always been. But that doesn't solve the imbalance of recommendation students."
"But I think there some merit in Vlad's suggestion, Aizawa," Midnight said. "The villains haven't shown any signs of stopping. They have some sort of organization to rally behind now, you said it yourself. They've changed a lot in the past decade alone... while we've been clinging on to the symbol of peace."
All eyes moved to the deflated skeleton after Midnight's statement, to which even All Might couldn't afford to stay silent despite him not wanting to be caught up in the bureaucracy of UA.
"Geez Midnight, you don't have to twist the knife... But you're right, hero society has been stagnating, and I'm not invincible."
"Let's take a vote," Nezu suggested. "I am fine with both Sekijirou-kun and Shouta-kun's suggestion. If no one else has an idea, of course."
The room was silent.
"Very well then, let us begin. Show of hands, who agrees with Vlad."
The majority of the hands were raised. In support of Vlad were All Might, Midnight, Cementos, Present Mic, and Ectoplasm. Snipe was the only hand which stayed down.
"I guess I'll accept my defeat, let's get on to class division, shall we?"

How y'all doing? I've been quite crap myself, I had a fever recently, which is really not helping me study. I guess I have COVID to thank for my exams being delayed. I wrote this chapter while stuck in bed (and from my phone), so the prose might be a bit weird (and bad). A grammar and spell checker doesn't really detect that. Sumanai.
About the rec-exams, yes, I know in canon it's a simple race, but like, that's lame. The kids are considered the best in their age group as they have gotten an official recommendation, and UA selected them through a race? Nah man, fuck that.
I also had to do a little bit of work trying to figure out an in universe reason as to how UA could add Shirou and Rin without changing the original classes. A bit contrived, I know, but I'd rather it be that way than just saying "Oh, in this universe, UA always had 22 students in a class."
